HENNEPIN COUNTY
PUBLIC COMMENT SOLICITED AND
NOTICE OF
PUBLIC HEARING
The Hennepin County Board of Commissioners is soliciting written public comment on the Hennepin County Consortium Draft 2016 Action Plan, which will be submitted to the U.S. Department of Housing and Urban Development (HUD) in May 2016. The Hennepin County Consortium includes all cities in suburban Hennepin County.
Purpose: The 2016 Action Plan will guide the use of approximately $4 million in funding for housing and community development activities in suburban Hennepin County: $2.5 million through the Community Development Block Grant Program (CDBG), $1.3 million through HOME Investment Partnerships Program (HOME), and $227,202 through the Emergency Solutions Grant Program (ESG).
Written Comment: Written comments will be accepted for 30 days beginning April 1, 2016, and ending May 1, 2016. Written comments must be submitted by 4:30 p.m., May 1, 2016, and be addressed to Margo Geffen, Manager, Housing Development and Finance, Hennepin County Housing Community Works and Transit Department, 701 Fourth Avenue South, Suite 400, Minneapolis, MN 55415. Written comments received by May 1 (4:30 p.m.) will receive a written response. A copy of the comment letter and the county’s response will be included in the documents submitted to HUD.
The draft 2016 Action Plan will be available April 1, 2016 on the county’s website (www.hennepin.us– search Action Plan). Copies of the plans will also be available for review at the suburban Hennepin County Regional Libraries (Brookdale, Ridgedale, and Southdale) until May 1, 2016. REGARDING PROPOSED PROPERTY TAX ABATEMENTS
AND BUSINESS SUBSIDY FOR THE LAND O’LAKES PROJECT
NOTICE IS HEREBY GIVEN that the City Council of the City of Arden Hills, Minnesota (the “City”), will hold a public hearing at a meeting of the Council beginning at 7:00 p.m., on Monday, April 11, 2016, to be held at the Arden Hills City Hall, 1245 Highway 96 West, Arden Hills, Minnesota, on granting a property tax abatement under Minnesota Statutes, Sections 469.1812 through 469.1815 (the “Abatement Act”) for certain property located in the City currently identified as Parcel Identification Numbers 27-30-23-11-0001 and 27-30-23-11-0002 (the “Property”) which is owned by Land O’Lakes, Inc., a Minnesota corporation (the “Developer”).
Following the public hearing, the City Council will consider a resolution granting an abatement of a portion of the City’s share of property taxes on the Property for a period of up to 15 years. The City estimates that the total amount of the abatement will be approximately $650,000. The City Council will also consider granting the Developer an approximately $1,000,000 Minnesota Investment Fund loan subject to approval by the Minnesota Department of Employment and Economic Development. The abatement and Minnesota Investment Fund loan are business subsidies under Minnesota Statutes, Sections 116J.993 to 116J.995 (the “Business Subsidy Act”) which will help the Developer pay for a portion of the costs of constructing and equipping an approximately 145,000 square foot office expansion to Developer’s corporate headquarters office building on the Property. A summary of the terms of the proposed business subsidies is available for inspection at City Hall during regular business hours.
Any person with a residence in the City or who is the owner of taxable property in the City may file a written complaint with the City if the City fails to comply with the Business Subsidy Act. No action may be filed against the City for the failure to comply unless a written complaint is filed. Any person wishing to express an opinion on the matters to be considered at the public hearing will be heard orally or in writing. Sealed proposals for furnishing of the necessary labor, materials, and equipment for the construction of the Distribution Control Station and Minneapolis Interconnection Pipeline. The Project generally consists of the following:

The total amount of the taxes proposed to be abated by the City on the property for up to a 10 year period is estimated to be not more than $1,600,000. The City Council will consider the property tax abatement to finance the water quality and flood improvements to Mirror Pond, the City’s regional storm water pond and complete nearly 1.5 miles of new sidewalk construction and ADA upgrades at eight intersection to improve pedestrian safety in the City (the “Project”),
The City proposes to issue General Obligation Tax Abatement Bonds in an amount not to exceed $1,600,000 to finance the Projects.
